Role Definition

Role purpose:

The Centre for Accountability and Rule of Law (CARL) is a members of a consortium of four agencies implementing a DFID funded Accountable Grant on Public Financial Management, Revenue and Anti-corruption in Sierra Leone. Christian Aid is the lead partner, along with Center for Accountability and the Rule of Law, Restless Development, and Budget Advocacy Network.

The purpose of the Project Coordinator is to coordinate a one and a half year project funded by DFID and implemented by CARL, among other agencies, on Public Financial Management, Revenue and Anti-corruption. The Coordinator, with the supervision of the Executive Director, is responsible for providing leadership and delivery of results based on CARL’s activities under the “Strengthening Public Financial Management, Anti-Corruption And Accountability Institutions In Sierra Leone” Project. The post holder is required to ensure an effective implementation of the activities under CARL’s portfolio. The holder is also responsible to ensure that CARL is compliant with the donors’ requirements. Key deliverables include ensuring quality project and budget management and ensuring demonstrable results. He/she will engage and network with partners and beneficiaries alike.

Role context

The Project Coordinator role is a key position required for implementing the activities and delivering results in the areas of Anti-Corruption, in particular. The overall impact of the programme is to contribute to Strengthening Public Financial Management, Anti-Corruption and Accountability Institutions in Sierra Leone

The Project Coordinator will work from CARL’s office in Freetown but will be required to travel upcountry.  He/she will be responsible for providing leadership, meeting deadlines and report to Christian Aid, the lead Consortium partner.

Key Outcomes

Development of a clear, concise consolidated strategy to achieve the project’s Six-Month targets

Project delivery achieves/demonstrates significant outcomes/results over the first six months and the first year of implementation.

Develop a framework for achieving the research and media components of the project.

Compliance with donor’s requirements for accountability and delivery of the programme.

High-quality donor engagement and reporting.

Role Requirements

Relationships

External

Establishes and maintains a wide network of external contacts with the donor (DFID), NGOs and research institutions/consultants to enable the research of creative ideas and opportunities for collaboration to achieve results. Maintains relationships with Clients and donor partners, consortium partners, other NGOs, media networks, Private Consultancy and Knowledge Sector alongside government agencies.

Internal

Reports to the Executive Director – Centre for Accountability and Rule of Law. Maintains a close liaison with various CARL teams, including regional and district teams, media and communication, among others

Decision-making

Under the supervision of the Executive Director, the role has significant decision-making authority around strategic decision-making areas on project implementation and overall performance. Working collaboratively with the Executive Director and other Consortium partners, the post holder will make decisions relating to the delivery of the project, including ongoing monitoring and assessment, responding to risks and negotiating with potential service providers.

Person specification

Applied skill/knowledge and expertise

Essential

  • Significant experience in anti-corruption, research and communication.
  • Experience working with Government and non-governmental institutions, supporting efforts towards transparency and accountability on revenue and anti-corruption measures.
  • Understanding of the political and economic landscape of Sierra Leone, including policies relating to public financial management and anti-corruption.
  • Ability to coordinate research, working with independent consulting forms or consultants in Sierra Leone.
  • Proven experience in the management and delivery of highly demanding projects/programmes.
  • Experience in hands-on planning, budgeting, monitoring and evaluation.
  • Outstanding communication and networking skills and ability to work individually and in a team.
  • Willing and able to pioneer new ideas and to innovate for impact.
  • University degree or equivalent in law, political science, international relations, development studies, or a relevant subject.
  • Knowledge and expertise in working with donors.
  • Excellent writing skills.

 Desirable

  • Postgraduate or equivalent qualification in administration, political science or a specialised professional qualification in a relevant discipline

Further details of specific tasks and duties will be agreed with the Executive Director as part of the performance agreement. Any reasonable duty may be assigned that is consistent with the nature of the job and its level of responsibility.
