The Centre for Accountability and Rule of Law (CARL) has received a grant from Integrated Health Administration Unit (IHPAU) as part of a Global Fund sponsored programme under the NFM3 Grant towards the cost of Strengthening System for health and scaling up of high impact interventions for HIV, Tuberculosis and Malaria to attain Universal Health Coverage. As part of IPAU’s strategy, it has decided to apply a portion of the funding to hire an organisation to provide legal assistance and representation to Key Populations and Key Affected Populations living in Sierra Leone.

The Centre for Accountability is seeking to hire a consultant to develop a training manual on human right and legal protections for KPS and KAPS and deliver training in Freetown.

I. SCOPE OF WORK

The Terms of Reference (TOR) for the contractor are as follows:

  1. Review the various human rights laws and standards applicable to or in Sierra Leone
  2. Draft a training manual on protecting KPA/KAPs, emphasizing their rights and obligations under the laws of Sierra Leone
  3. Review comments on the training manual and respond to same.
  4. Deliver the training at a day-long session to KP and KAP- serving agencies
  5. Participate in media events to discuss the manual
  6. The services of the Executive Director and other staff of CARL shall be made available to the    contractor at all times each week day for the purposes of the work.

Qualification:

A human rights or legal practitioner, with keen interest in human rights protection.
